New to Custom Powers: Carthian Law, Invictus Oaths, Supernatural merits

Starting today, the following are being added as possibilities on the custom item/power page:
Vampire: Carthian Law, Invictus Oaths
Mortal+: Supernatural Merits.

Carthian Law will inherently be Public, because that's simply how the Law works; any Carthian can leverage a newly discovered aspect of it.

Supernatural merits will only be able to be created by Mortal+ characters, as only mortals can truly develop them anew; those that earn them through other means can only learn what's already out there. Minor Template specific merits can similarly be developed.

Beyond that, they'll use the same systems as everything else.
